Those American war hawks who called french fries "freedom fries" by whose world view ISIL was created are now surprised and outraged.
ISIL spread its geography across Iraq and Syria and its dogma world wide. That dogma has spread violence to Beirut, Paris, etc.
The removal of Saddam by USA destabilized Iraq for a decade plus now. That environment gave birth to ISIL.
American war hawks were like: Fuck France, we'll call french fries "freedom fries". That'll show them how righteous and strong we are.
Bush went to war in Iraq on the lie of weapons of mass destruction in Iraq.
France was like, nah we're not getting into that war with you.
